Oh good. They've given Katherine Blackwell a license to procrastinate further.
Remember immediately after the election--on November 3rd, IIRC--Blackwell was going on about how Ohio state laws require an 11-day waiting period after the election before votes are certified? Well, it's been twice that long--22 days now--and he still hasn't certified the results so a recount can begin.
I haven't heard anybody state this yet, but I suspect I'm not alone in thinking that Blackwell is deliberately waiting until the very last minute possible to certify Ohio's votes to make a recount more difficult, if not impossible.
If the recount can't start until Ohio's votes are certified, and Blackwell--the head of the Bush campaign for the state--is in charge of certifying them, then it seems obvious that the later he waits to certify the state's votes, the less time there is for a recount, and the more likely it is that time will run out so that Repugs can run to the Supreme Court to demand that votes not be counted and the state's electors just be handed to Bush.
It's exactly what they did in Florida four years ago--stall the recounts until the clock runs out, then run crying to the Supreme Court to get democracy overturned.
I'm wholly expecting a replay.
