Do you suppose Bush ever rubs the bald head of that black Treasury Agent?
Bush has rubbed the bald man's head, which the bald man hates for anyone to do, so the bald man has just said, "If you touch me again, I'll smash your nuts."
The Treasury Agents are thinking: "No, you won't...he's not got any!"
