I have often wondered if bush was really dumb or if it is just an act to get people to underestimate him.

I would consider his intelligence to be average.
What I wouild consider not average, are his social skills.

Case in point? Look at mom and dad!

I voted for below average but it doesn't take into account his other attributes:
He's a selfish, petty, lazy, arrogant, nasty, cruel, greedy, disgusting, heartless, thieving, sickening liar.

...a little above average....which doesn't say much for the average american tee hee. He aint dumb but he should've refrained from sniffin the gasoline hyphinin hose all day. As Eisenhower said, or did he ? Never underestimate you enemy.
