Rush Limbaugh said it himself today. A listener called to say that he was outraged at the Republicans in general and specifically GWB. He said he was mad that they had had years for Republican control of Congress and the Presidency and they hadn't done anything about allowing drilling in ANWR or offshore.

Rush Limbaugh's reply was that the issue wasn't about getting more oil to help with oil prices, it was about having $4 per gallon gasoline as a wedge issue to use against the Democrats in November. It didn't matter what the Republicans did or didn't do when they had the power to do it, all that mattered was being able to use the issue to keep/regain power.

They are willing to freely admit that the Republican party and the Oil Companies are colluding to use $4 per gallon gas to extort votes out of uninformed voters.

Nice.

Recall early on in Bushes frist term, Dick had his secret closed door energy meeting, mostly oil execs?
Now you know what they talked about. "You scratch my back and I'll scratch yours"
