I tend to regard them in the same manner that I do those homeless people that you see sitting in the bus stop muttering unintelligibles and peeing themselves. I'll do whatever I can t help them if needed, but for the most part I try to avoid them and hope they don't hurt themselves or somebody else.

Well, seeing as how before regulation lakes were catching fire and there were constant soot clouds over major industrial areas, you should call them more than 1/2 an item.
