To say that all the irony the title of this article screams is that Bush does not care about black people is missing the forest for the trees. Of course he doesn't care about black people (he does care about their votes), but it goes so far beyond that.
The irony is that Bush and his administration bears a significant responsibility for the dead of New Orleans due to Katrina, in two ways. First, he was warned about it beforehand and did nothing to help prepare or evacuate the city for the coming storm. Second, after it hit, he did not help. And to top it all off, him "praying" implies that he really does care about the situation and this was all somehow an unpreventable "Act of God" that Bush himself is entirely blameless in. To Bush, this is just some fucking P.R. photo op that he can exploit to try to raise his sagging poll numbers.
